Tier 1 providers:

  • Some providers may choose to take a more active partnership and collaborative role in the local market and can apply to become a tier 1 provider. This means they can attend, or be represented on, the Locality Management Board and influence the strategy, quality improvement and some operational aspects of Devon Cares.
  • Are given the first equal opportunity to accept packages of care.
  • Are responsible for the financial risk and responsibilities of managing the over-and under-spend of the risk pools.

Tier 2 providers:

  • Some providers may choose not to sit on the Locality Management Board and apply to become a tier 2 provider. This means they will be offered packages of care when/if tier 1 providers are unable to fill them.

Some providers are categorised as ‘Specialist/niche’ providers, this means they deliver the following types of care:

  • Acquired brain injury or neurological condition (Headway Devon)
  • End of Life care (North Devon Hospice, Hft Devon)
  • Learning Disability (Assisted Living South West, Hft Devon, Thera South West)
  • Mental Health (Assisted Living South West, Hft Devon, Thera South West)
  • Physical or Sensory Disability (Hft Devon, Thera South West)

All our specialist/niche providers are tier 1 providers and:

  • Can attend, or be represented on, the Locality Management Board and influence the strategy, quality improvement and some operational aspects of Devon Cares.
  • Are given the first equal opportunity to accept packages of care.
  • Are responsible for the financial risk and responsibilities of managing the over-and under-spend of the risk pools.

Bridging the Gap team:

  • The Bridging the Gap team is a dedicated team of carers employed and managed by a tier 1 provider.
  • The Bridging the Gap team is responsible for providing personal care to service users in the event that a Devon Cares tier 1, tier 2 or specialist/niche provider is unable to ‘accept’ a package of care.
